Dr. Joxel García is the Senior Vice President and Senior Medical Advisor for MAXIMUS Federal Services Inc. Dr. García joins a team that represents world-class technical capability and experience, with proven expertise in program management and public health administration, health education and capacity building, the promotion of healthy lifestyles in minority and disadvantaged communities, clinical programming and health outcomes research.
Joxel is a former Deputy Director of the Pan American Health Organization (PAHO)/Regional Office Western Hemisphere for the World Health Organization. He was responsible for setting the general direction and strategy of the organization alongside the Director, providing leadership and advice on all policy decisions. He was also responsible for maintaining effective relations between the Organization and the Governments of the United States, Canada, and Puerto Rico.
Joxel was the Commissioner of the Connecticut Department of Public Health. During his tenure he improved bioterrorism preparedness and set benchmarks on public health preparedness, launched the national smallpox preparation and vaccination plan, and led Connecticut’s response to the anthrax attack. He also created an urban health initiative to prevent disease, increase health literacy, and improve economic conditions. He also launched campaigns focusing on senior citizens, women, asthma, diabetes and hypertension.
Dr. García was the Assistant Director of Obstetrics and Gynecology at St. Francis Hospital & Medical Center, and was elected to the Connecticut State Medical Examining Board. He is a nationally recognized gynecological surgeon and a certified diplomat of the American Board of Obstetrics & Gynecology. Dr. García also served as Associate Clinical Professor at the University of Connecticut s School of Medicine.
Dr. García completed his pre-med at the University of Puerto Rico (UPR) at the Mayaguez campus. He holds a medical degree from the Ponce School of Medicine in Ponce, Puerto Rico, and a master’s degree of business administration from the University of Hartford, Connecticut. He completed his OB/GYN residency at Mount Sinai Hospital in Hartford. He serves or has served on numerous national boards, including the National Advisory Committee on Violence against Women, National Dialogue on Cancer, the U.S. Preventive Services Task Force, and was the president-elect of ASTHO. Recently he joined the Latino Healthcare Task Force and was named President of the Global Health Summit. Present work includes health and globalization, border health, ethics and leadership in health. He is a recognized national leader on health care, health disparities, public health preparedness, and bioterrorism and surveillance.
